Filesets with directories excluded still scan the directories

Actually, the limitation of my change is that if we have
<exclude name="src/test/**"/> then src/test will not be scanned.
But if we have
<exclude name="**/test/**"/> then src/test or src/project1/test or 
src/project2/test will be scanned.
