Filesets with directories excluded still scan the directories

Hi, I have had a look into the source code, and will have further looks next
wednesday (if no-one else has). It seems that the DirectoryScanner only checks
if the directory couldHoldIncluded for a fast scan. Not if the directory
isExcluded. Before putting that in a patch I want to make sure that my changes
do not exclude everything below a directory because only the directory itself is
excluded (or if that should be excluded).

e.g. **/blah vs **/blah/**
