I think we can start with 1 Rookie PR (I like the name) and see if we can
get more candidates - and expand it.

Bold idea: maybe we want to ask people to self-nominate (maybe with a
little bit of nagging behind the scenes ;) )

Having someone like Srabasti or generally - in the future  someone who is
relatively new to the community - running it would make it less
intimidating to self nominate and explain your PR. I think this is the most
difficult thing to overcome with new contributors - to be more open and
"public" about your own - even small - PRs, but maybe we can create an
atmosphere of this welcoming and receptive discussion that will make people
more eager to do so. I would really love to see that and get more people
being a little more bold in "public" discourse - this is a very important
part of open-source contributions and this might be a nice way of learning
it.

That's a bit risky though - it's always easier to engage when you see the
list ready - and our script is developed to be somewhat "objectiv-ish" in
pre-selection. Maybe we could update the script to pre-select some of those
rookie-PRs automatically, but naybe would also encourage
