I agree that the policy should be relaxed for committers. I think the intent is not about the code ownership, which all committers already have, but more about the "Translation Ownership" i.e who's responsible for maintaining those, who to ping when they are incomplete or when a PR needs a review.
But I believe we can trust each other to take translation ownership only for relevant languages. I will open a small PR to update that.
