It's due to bugs https://bugzilla.mozilla.org/show_bug.cgi?id=1033488 and
https://bugzilla.mozilla.org/show_bug.cgi?id=1033483 which are not fixed
yet and have been marked as not blockers for a initial rollout. My
understanding is that if a fix for them lands in time for the first rollout
we can remove the RTL exclusions. But it would need some baking time to
make sure that no other bugs are concealed due to this detection not
working properly at the moment.

Cheers,
Felipe
