There are two steps planned to bring 64-bit Firefox to normal release users:

* A "universal" stub installer that downloads 32-bit or 64-bit Firefox,
depending on the user's OS, for new installs.

* Auto-upgrading existing 32-bit users to 64-bit.

This work was planned for 2016, but I don't know the current state.

The primary concerns are NPAPI plugins and add-on compatibility. We only
support Flash and Silverlight on 64-bit Firefox. If a user doesn't have
any other plugins installed, or if they haven't used their other plugins
in N months, perhaps they could be upgraded without problem.
