I meant, as a JS library by web developers who feel like it's needed, not by us. :-)

FWIW I think that XUL overlays are a terrible way of extending the UI so I'm not in a rush for something like that to happen for HTML. Their biggest issue is that they completely ignore the problem of how to handle two different overlays being applied to the same element. They also effectively make your DOM structure a public API which is barely maintainable, as we have learned the hard way.
