I think they are fundamentally different problems - screenshotting a page where some of the content is still loading is much less of a problem when the goal of the screenshot is to produce a relatively small thumbnail that can be used to recognize a site, rather than provide a high-fidelity, full-resolution representation of the app while it loads. If you have specific examples of where this is posing a problem for desktop Firefox's use case, I would be interested in hearing about them, because I haven't seen any such reports.
