Indeed. Now that mcMerge sets it automatically, it's pretty much
always set for anything landing on inbound (or any other integration
branch). And even before that came around, it was being set manually
quite consistently by a majority of developers when they landed their
patches, I think.

I don't mind switching to something whose purpose is a little bit
clearer and more explicit, but "the target milestone field is not
useful/can't be depended upon in its current state" is absolutely not
true and shouldn't be used as an argument in favor.
