I am currently developing for the Windows OS but I am looking for a cross platform solution which would allow a user of a XUL application the ability to

   a) adjust the system "volume" control (speakers/headphones)
   b) turn on/off the internal built-in microphone (if one exists)
   c) turn on/off an internal built-in camera (if one exists)
   d) turn on/off an external web camera by name (if one exists)
    e) turn on/off an external microphone by name (if one exists)

I would like simplest solution possible which presumaby means accessing the standard operating system APIs.

I am definitely NOT trying to distiguish between audio content from different websites at this time.
I would just like some crude functionality as an interim solution

Can you be more specific? I don't know what "operating system sound
control" is. What bug are you referring to?

There's a lot of work going on right now to develop audio-related
interface standards for the web. If there's a particular feature you'd
like supported it's a good time to raise the issue with one of those groups.
