dev-doc-needed will still be used, but its primary purpose will be to let the docs team know that a doc bug needs to be filed. We have a guide to how the docs workflow will go in the future, which I will be putting on MDN soon. Once a doc bug has been filed, we put the new "doc-bug-filed" keyword on the bug instead of dev-doc-needed, and set the development bug to depend on the doc bug, so that there's the needed correlation between the two.
