If strings are en-only, we do not "wrap" them in a tag that means "translate this string." It's a low-tech solution that has worked well so far. Extracting strings for only a set of locales is something we aren't currently set up for, and I don't have an estimate on what kind of effort it would be to make that happen, though I suspect more than non-trivial.
