It's on by default, but there are a variety of reasons why users may
have disabled it or not have it available. The only way I found to
re-enable it is through the "Page Info" dialog, on the "Permissions" tab.
That's called Offline Storage.

cookies but not localStorage:

I wonder if there's more we should say about localStorage on a support
page as well.
