It's on by default, but there are a variety of reasons why users may have disabled it or not have it available. The only way I found to re-enable it is through the "Page Info" dialog, on the "Permissions" tab. I'm cc'ing dev-fxacct to let more knowledgeable folks than myself weigh in.
