The only other devices I use with my laptop wireless with usb
transceiver or bluetooth and none have keys. Unfortunately I don't have
Wayland installed but I will go through the above bug to see what I can
infer (and probably install Wayland to test), but in the mean time I
have progressed a bit.

I tried starting a fresh installation of Ubuntu 20.04 from a flashdrive
and the problem disappeared. Also I logged on to my laptop as a
different user the problem also disappeared.

So I think it has something to do with my account set up, it started
happening after the update on 2021-04-03 07:55:11. From DpkgLog.txt it
looks like a handful of updates but I can't think how any would affect
keybinding. I have reset all my keybindings in Settings>Keyboard
Shortcuts just in case but that didn't fix it.

Anyway I think it is some local config I have, I will have a look in
.local to see if I can find anything but any suggestions where to look
would help.

  UP and DOWN keys behave erratically

Bug description:
  Since the last update, a couple of days ago the UP and DOWN arrow keys
  don't work properly. They are either slow to react or don't work at
  all, very occasionally they work as expected. It is only limited to
  these two keys.

  I don't think it is a hardware issue because if I boot my laptop up
  with another operating system it works fine. I checked to see if my
  bios needs updating, but it doesn't. Also I have tried starting with
  an older kernel and the problem is still there so I think this has
  something to do with xorg and/or gnome.
