This is concerning. My first thought is: There are technically multiple bugs being reported here. If they have different causes then that can mean it's difficult to declare the lot resolved.
My second thought is that gnome-shell hasn't yet been upgraded in focal. It's the same series as is in eoan so in theory we should be able to reproduce this by upgrading to just eoan.
