Jesse, you can follow the progress of the issue/bug for better keyboard shortcut control here https://bugzilla.mozilla.org/show_bug.cgi?id=1215061 When it's done there can be extensions that change this behavior. It is a bit unfortunate the change to webextensions was rushed and now we are missing some features.

Because on the issue I created it was said that it might be too much development effort to fix the issue (resolving the inconsistency of pressing multiple modifiers and enter in the navbar).
