That is intentional. The Settings app might get a Problem Reporting
panel in a future Ubuntu release and by making the string translatable
but not shown to users allows translations to be ready in case that
change happens.

  Instruction to access the Diagnostic option is incorrect

Status in gnome-initial-setup package in Ubuntu:
  Invalid

Bug description:
  There is a hidden string that tells user to change the diagnostic option in 
the "Help improve Ubuntu" page:
    You can change your mind later in Settings -> Privacy -> Diagnostics.

  However the "Diagnostic" here does not exist in the Privacy page.
  It could be the "Problem Reporting" instead.
