I'm trying to go full screen on my external monitor, and I'm experiencing this same bug in a fully update Ubuntu 13.10.

The global menu on the top and dash bar on the left are still visible after pressing the full screen button. This happens when connecting to a RDP server (Windows 7) and the resolution set to the client resolution. Other applications, such as evince, work in full screen mode.
