intel GM965 (X3100) no TV-Out (S-Video)

Bug description:
I have a Intel GM965 integrated video card and SVGA out is not
working. It does work with 10.04, all subsequent versions it no longer
works. Currently using development version 12.04 updated daily.
The TV is detected, I can see the screen flicker while it is being
detected, and I can move the mouse to it, but the TV screen is black.
