If I'm trying to change some settings in the gtk file chooser dialog (for example GIMP and SciTE) like "Show Hidden Files" the file ~/.config/gtk-2.0/gtkfilechooser.ini isn't created. I can create the file manually and write all wanted options in there and they are even loaded by the gtk file chooser dialog.
