I was able to drag the launcher in the Displays dialog and since doing that the problem has vanished. I can now put the launcher on either monitor by using the drop down box.

The launcher placement drop down menu in Displays lists both monitors but selecting either one results in the primary monitor showing the launcher and the secondary one only visible if 'All Displays' is selected. A solution I have found, is to disable the primary monitor within 'Displays', set the launcher to show on the remaining monitor and then re-enable the primary monitor. This causes the launcher to show only on the secondary monitor.
