Public bug reported: This bug occurs with both X11 and Wayland. I currently have Wayland enabled, so I'll file from that perspective.
Symptom: When the system recovers from having it's screens blanked, the Dell 19" (monitor 0) comes on at Standard VGA resolution. If I power the monitor down and back up again, it's recovers the correct settings.
