~joeldjohnston -- My system was acting like described in this ticket,
but it is an AppArmor issue. I had to disable AppArmor entirely in GRUB,
disabling it via systemd wasn't enough. After upgrade from 20.04 ->
22.04 -> 24.04, the paths in /etc/apparmor.d/sbin.dhclient don't match
the paths installed by apt/dpkg. Several other apparmor definitions are
wrong, so you can't just disable a few policies.
