I tried a lot of things:
- watching dconf and gsettings (display config not shown there)
- xarndr (can't control the display that is off) 
- https://github.com/maxwellainatchi/gnome-randr-rust (can't set the device on)

Sadly the only thing I found so far to get back the display I disabled
was booting into X11 instead of wayland (change in
/etc/gdm3/custom.conf) which gives me a blank unconfigured screen
setting. Sadly booting back into wayland it is off again. If I find a
way how to resolve I'd update here.

But this bug is actually about the screen getting frozen sometimes, so
enough of that detour.
