I encountered this issue also. But I see what is happening.

There are two settings screens that allow modification of this behavior
and I would say that is an inconsistency that could be fixed.

Screen Lock (Settings-> Privacy & Security) seems to control both blank
screen delay AND also automatic screen lock. blank screen leaves on the
display backlights. Lock screen turns off the display backlights.


But Settings-> Power also tries to get involved and offers a Screen Blank 
setting. This Screen Blank setting does not turn off the display backlights.

equipment: 12th gen N100 intel mini pc and I'm running 24.04 LTS.

an older HP 1920x1084 monitor and an older Del 1920x1200 are connected
by HDMI.

What I found is that if I ask for Screen Blank in the settings, but not
screen lock, both screens blank, but the backlight on the displays stays
on.

If I then go to Settings->Privacy & Security and ask that automatic
screen lock kicks in  then the backlights are turned off.
