To clarify, in 11.04 this was only a bug in gnome-control-center.
Because the Gnome Displays panel gave the user no way to select the
primary monitor in Gnome 2.x

In Ubuntu 11.10, the gnome-control-center issue was partially resolved,
giving the user a black bar to drag around representing the primary
monitor. However Ubuntu 11.10 also regressed with respect to Unity
because Unity no longer honours the primary monitor setting even if it
is set.
