To clarify, in 11.04 this was only a bug in gnome-control-center. Because the Gnome Displays panel gave the user no way to select the primary monitor in Gnome 2.x
In Ubuntu 11.10, the gnome-control-center issue was partially resolved, giving the user a black bar to drag around representing the primary monitor.
