This are the questions you haven't answered:
# What desktop environment does this problem occur in? (GNOME, XFCE, KDE, etc.)
# Do you use visual effects? (System/Preferences/Appearance/Visual Effects)
# Does the problem still occur if you disable visual effects?
# Does the problem still occur if you use the "blank screen" screensaver?
# Is the "Lock screen when screensaver is active" setting checked in 
System/Preferences/Screensaver?
# Is this a laptop or a desktop machine?
# How many monitors do you use?
# If it is a laptop, do you use an external screen?
# Do you have the hamster-applet application installed? This applications has 
been known to cause screen locking issues.

Regarding your questions, you can change the gnome screensaver
configuration from the file ~/.gconf/apps/gnome-screensaver/%gconf.xml.
But you can also change it from System > Preferences > Screensaver, so I
think there is no need to do it from terminal. I didn't really get your
other question. If you want to upgrade from 10.04 to 10.10, please read
