I would suggest *against* adding "the" for this. Menu items are not about forming grammatically correct complete sentences.

Eg: nautilus File menu > is Create Folder , Create Document. and everywhere else in all applications it is the same pattern. Adding "the" here would mean bringing in a new inconsistency.
