The issue is regarding consistency of presentation and workflow in Unity. To illustrate:
A new, regular user, accessing their mail for the first time clicks on the envelope in the top panel and is presented with the evolution account assistant. - this is not a bug in itself. A new, regular user, accessing their mail for the first time clicks on the envelope in the Unity Global Menu and is presented with a different account assistant. - this is also not a bug in itself, but it is two separate workflows which will have to be documented and explained to users twice, not to mention the confusion when trying to assist somebody remotely.
