In testing this using Xubuntu 9.04, the screensaver is installed by default with the option "Lock screen when screensaver is active" unchecked. After checking this option, using the "Blank screen" screensaver, the password prompt is given to log back into user1 after user2 logged out.
I was unable to reproduce this issue after checking "Lock screen..." in Applications -> Settings -> Screensaver. Is this still an issue for you?
