Some might prefeer a web-based email, so, you shouldn't install Evolution 
either.
In Breezy, bogofilter is installed by default and it wasn't a problem.
The problem here is more about not providing a miss-feature. If Evolution 
warned about not finding a tool, at least, and ideally offered a way to install 
it, then, it would not be a problem not to ship Ubuntu without the spam tool.
Let me rephrase:
  There's a button in Evolution which is supoused to train the spam filter and 
a set of options to filter the spam. Those options silently do nothing if a 
particular tool is not installed and on Ubuntu they are not installed by 
default. Having a set of buttons and options silently failing... like if they 
worked (because working would have been silent as well) is very, very  bad.
