That's an issue known since warty but not easy to fix. Especially that the bogofilter plugin is a distribution patch and conflicts with the spamassassin one. We should not break upgrades so forcing bogofilter by default is not an option. Note that bogofilter needs to be "ham trained" too and evolution has no action for that, so it's not really a "work out of the box" neither -- Include the tools for spam filtering https://launchpad.net/malone/bugs/39122
