As of 20071204 Hardy Ubuntu daily-live updated, Appearance Preferences Background Add still doesn't work. That's using Ubuntu's normal display manager Gnome.
FYI, 20071204 Hardy Xubuntu daily -live updated does add the background, using Xubuntu's normal display manager XFCE. Looking at the "black box", would seem to be either Gnome or else Gnome- Ubuntu interaction.
