I had this same problem today. The gnome-control-center package is version 1:2.21.2-0ubuntu2. I tried manually editing the backgrounds.xml file, but that caused the background manager (or whatever it's called) to clear and reset it to the default Gnome backgrounds. Now I can't add any of my own anymore and I'm stuck with the default ones :(
