We use Global Relay (www.globalrelay.com) for our regulated/public clients. They're really cool, customer service like you'd get from a boutique shop, but with real heavy-hitting systems. They simply charge by message volume, and frankly I think anyone who really needs archiving should understand the direct relationship between these factors.
