If [EMAIL PROTECTED] has all Actions set to "WARN", but the global setting
is "HEADER" will they see the Header text?

In this case, both the WARN and HEADER actions will be used.

If so, is there any solution
other than passing the spam on with WHITELIST TO [EMAIL PROTECTED]

That depends on what you mean by solution. :)

The only way I can think of to get the E-mail to [EMAIL PROTECTED] without the HEADER action being used would be to whitelist the E-mail.
