There is a much easier way to determine the culprit:

=====
UNIX?Linux:
IP4R Test:
dig 58.10.60.69.blacklist.spambag.org
dig 58.10.60.69.bl.spamcop.net
dig 58.10.60.69.bl.technovision.dk
dig 58.10.60.69.sbbl.they.com
dig 58.10.60.69.blackholes.uceb.org

RHSBL Test:
dig mail.optin-broadcast.com.whois.rfc-ignorant.org
dig mail.optin-broadcast.com.bl.deadbeef.com
dig mail.optin-broadcast.com.dsn.rfc-ignorant.org
dig mail.optin-broadcast.com.bulk.rhs.mailpolice.com
dig mail.optin-broadcast.com.porn.rhs.mailpolice.com

Windows:
IP4R Test:
nslookup 58.10.60.69.blacklist.spambag.org
nslookup 58.10.60.69.bl.spamcop.net
nslookup 58.10.60.69.bl.technovision.dk
nslookup 58.10.60.69.sbbl.they.com
nslookup 58.10.60.69.blackholes.uceb.org

RHSBL Test:
nslookup mail.optin-broadcast.com.whois.rfc-ignorant.org
nslookup mail.optin-broadcast.com.bl.deadbeef.com
nslookup mail.optin-broadcast.com.dsn.rfc-ignorant.org
nslookup mail.optin-broadcast.com.bulk.rhs.mailpolice.com
nslookup mail.optin-broadcast.com.porn.rhs.mailpolice.com
=====

If the result return rather quickly, within a couple of seconds (whether
positive or negative) the test is fine. If it hangs for 5 or more seconds,
and comes back with error conditions, then the site hosting that particular
test is most likely down and the culprit of your problem.
