Such E-mail should be tagged in the message header. Even your message got sent in charset="koi8-r", though I have seen at least one other Cyrillic characterset. Here's a page full of them:

I would imagine that if you have no customers speaking such languages, such as I, then you can score a filter for this pretty high. If I'm correct, it's just one spam outfit doing this because they have my personal account tagged and always list it the same way, i.e. Matt <[EMAIL PROTECTED]> instead of the more typical matt <[EMAIL PROTECTED]> when they configure such programs to use the address as the name.
