I confirm that this solves the problem. In fact, I need both Driver "keyboard" and Option "XkbDisable" "true" So, Shift-F1 now produces 'É' as expected, and switching virtual console with Ctrl-Alt-F1 for instance now also works. But this workaround prevents my from upgrading xserver-xorg-input-keyboard: xserver-xorg-input-keyboard (1:1.2.1-1) UNRELEASED; urgency=low The old "keyboard" driver has been removed and is now superseded by the "kbd" driver.
