The changelog is designed to reflect changes in the source package (xfree86, which produces around 30 packages similar to xdm, if not more), not the binary packages (xdm, xserver-xfree86, etc, etc). If you're after user-centric information, try the README.Debian; the changelog, as I said, is designed to show what's changed in the source package, not what changed in the binary packages.
