After runnig an update today I still can reproduce the problem. I tried to find non-standard local settings and noticed if I remove "XTerm*faceName: DejaVu Sans Mono" from .Xresources the active icon for xterm 261-1 is fine. But if I run xterm -fa "DejaVu Sans Mono" the icon is too big again.
