In XFree86 it is impossible to use Ctrl-char or Meta(Alt)-char when in national alphabet mode - xlib just ignores modifier (not in all applications, but only in those that relay on xlib to get character, gvim or rxvt are examples). I'm not sure that this bug appears while not using Xkb. The problem is actually in xlib.
