Just as a data point, Debian's X has behaved like this for a long time. Both my dual-head 400 and my dual-head 450 exhibited this behavior. So does my G550 (not currently installed anywhere or I'd verify if it still did). Thinking back, I believe that the reason I did not file a bug on it was that I'd brought it up on Matrox's own forum (I was having other dual-head issues that were hardware-related), and the moderator there told me that it was a hardware limitation of the card in some way. Perhaps I should have anyway. I got around this by explicitly disabling I2C on both heads. I knew perfectly well what the specifications of my monitors were...
