I have no idea how this all works currently.  I've never done
anything for the web pages before and don't know much about
how the i18n stuff works.

I just copied files from the previous years and changed some
things in it to get the output that I want.

I'm open for suggestions on how to improve things.  Like always,
patches are welcome.

Note that some of those files are generated by devotee, the script
that runs the vote.
