I cannot see any usage of <cite>-Tag there that is not pointing to a
source with URL.
My example is just for mentioning a book title not as source for
information. Beside that reference for usage of Tags is the
Scecification and not the usage at W3. They have invalid HTML and
problems with accessibility on some pages, too.
But if using <cite> everywhere for any book or article title is okay
for _everyone_, that would be fine for me, too. We just need to keep
that consistent everywhere.
