I can only tell you what I have done in the Swedish translation: I have tried to always translate "boot-floppies" and "debian-installer" into Swedish, except for the very few cases where it refers to the package name. I don't see these as proper names, it's more like a label. That might be a bad idea, but it's what I've done.
