Please remember that you need to follow http://www.debian.org/doc/debian-policy/ch-sharedlibs.html I guess that means you'll end with a libopenjpeg and a libopenjpeg-dev package. In case you're not sure about the options for configure jsut you cdbs, it should just put the right options in there. Let me know if there's anything I can help you with.
