Hi, Per some recent discussion[1] on debian-legal that has resulted in the removal of RC bugs on PHP Group projects that use the PHP License, I would recommend that you try uploading your package, and if the FTP Masters are not happy, point them to this recent discussion. They should either update their policy, or join in the debian-legal discussion on the matter.
