I'm no longer able to dedicate time and effort to maintaining the package. I've just uploaded 1.3.3-3 with maintainer set to QA. I'm also not sure it's feasable to test that the package is working easily. Maybe as an advice for future maintainers, I'd suggest to investigate using docker for setting up a test env for CAS server and PHP webapp + phpcas.
